Francis Tourigny

Francis is a lawyer and a member of the Québec Bar. Before founding Exeo, he worked for one of the leading business immigration firms in Hong Kong. There, he helped hundreds of individuals immigrate to Canada and the United States. Working for one of the most important immigration law firms in Canada, he then assisted many companies to regularize the status of their foreign workers.

In addition to representing those clients, Francis gave many conferences across Asia and Europe on Canadian and American business immigration programs.

Francis began his career with two of Canada’s biggest law firms. He holds law degrees from the University of Montreal and Université Paris-1 Panthéon-Sorbonne. He also holds a bachelor’s degree in sociology and political science from the University of Montreal.

Marc-André Séguin

Marc-André has been practising law in the immigrant investor industry since 2010, and has published a widely read Handbook on the Quebec Immigrant Investor Program. He has worked for five years with a financial institution holding one of the major market shares of the Quebec Immigrant Investor Program.

Spending over a third of each year travelling the world to promote programs of the industry, he has personally developed business relations with industry professionals in over 20 countries and is a respected and frequent speaker on Canadian investment immigration issues.

Marc-André is an attorney licensed in Quebec (Canada) and in New York State (USA). He graduated from McGill University Law School, with degrees in both civil law (B.C.L.) and common law (LL.B.). He also holds a masters (LL.M.) in Asian Legal Studies from the National University of Singapore.

Marc-André is fluent in English, French and Spanish and is currently learning Chinese.

Milagros is a licensed attorney in Venezuela and the inter-american bar association. She is the Latin America Director for Exeo Attorneys. With over 17 years of experience in the field of immigration to Canada, she is one of the most active and respected authorities on the subject. Her track record has involved all types of business immigration cases, including investors, entrepreneurs and skilled workers. She also has a solid experience with foreign workers and students.

Milagros obtained her law degree from the university of Zulia in Venezuela. She also holds a graduate diploma in International Trade from Concordia University in Montreal, Canada. Before working in the field of immigration, she had a successful career in taxation law with a top international accounting firm.

Milagros has been living in Montreal since 1996 where her involvement, dedication and professionalism with the Latin American community has earned her an outstanding reputation and professional network.

Diana is a Quebec (Canada) licensed attorney since 2014. She graduated from University of Sherbrooke, with degrees in both civil law (B.C.L.) and common law (J.D.). She also completed a masters in law (LL.M.), specializing in International commercial arbitration.

Diana started her legal career by working in administrative and insurance law. She then started practicing as an Immigration lawyer helping both companies and individuals fulfill their international mobility plans in Canada and United States.

Before pursuing studies in law, Diana completed a degree in criminology at University of Montreal. Driven by a desire to gain a broader understanding of various international issues, she also completed a certificate in international cooperation at University of Montreal.

Diana is fluent in English, French and Romanian.



Laurence C. Trempe

External Legal Counsel

Ms. Laurence C. Trempe is a lawyer and member of the Quebec Bar. From 2002 to 2008, she worked for the Federal Public Service, in collaboration with different departments. In 2009, she left the Federal Public Service to join legal private practice specialized in business immigration and international mobility, as well as international sport law. She then worked with different law firms specialized in business immigration.

Over the years, through her combined public-private work experience, she acquired a wide and extensive expertise in her domain, representing companies of different scale (small to multinational) as well as individuals with their international mobility needs. She currently works with a Canadian and international clientele, assisting with their development and establishment in Canada.

After graduating from University of Montreal in 2004 with a law degree (LL.B.), Ms. Trempe completed a multidisciplinary program in Asian studies and international politics. Her keen interest for international politics was developed through her participation in two internships in Belgium, one of which covering the European Union.

Melissa Arrambide

Regulated Canadian Immigration Consultant

Melissa is a member of the Immigration Consultants of Canada Regulatory Council (ICCRC). She is also a Certified Translator in French, English and Spanish by the Mexican Government.

Melissa used to work for recognized companies in Mexico, France and Canada, acquiring experience in Immigration and Foreign Trade.

During her career, she assisted many immigrant investors in obtaining their permanent residence in Canada and in the United States. She also helped foreign workers of important companies in Canada with their work permit procedures.

Prior to working in immigration, Melissa pursued commerce studies in France. She holds a bachelor’s degree in International Business with honors.

Melissa is fluent in English, French and Spanish.
